Bellechester City Council Meeting Minutes

September 21, 2022 @ 6:00PM

Regular City Council Meeting was called to order by Mayor Jody Gordon at 6:00 p.m.

Pledge to the flag.

Roll call was taken:  The council in attendance:  Mayor Jody Gordon, Council people Rich Majerus, Kyle Blattner, Jered Buxengard as well as City Clerk Lisa Redepenning, and Treasurer Kyle McKeown were present.   Also present was Marge Majerus, Edith Buck, Keith Blattner, Pat and Jim McNamara.  City Engineer Matt Mohs was absent.

Minutes of August 17, 2022 regular meeting were reviewed and motion was made by Rich Majerus with a second by Mark Gerken to approve the minutes.  Motion carried. 

Bills were reviewed and a motion by Mark Gerken with a second by Rich Majerus to approve and pay the bills as presented.  Motion carried.

Old Business:

  • Sewer Project Update – Rich discussed easements with the attorney progress.  We will followup with him again.  Resident list was discussed as to the progress of getting phone number contacts for our water meter project.  Final cameraing was done.
  • Resident Property Issue – Edith Buck spoke about issues that she would like addressed.  Meg Majerus also spoke about this property issue.  Council inquired about the placement of the current fence.  We need to look at the ordinances on property so this will be tabled.

New business:

  • Engine Braking Ordinance Discussion – Examples were presented and the following wording will be considered as our Engine Braking Ordinance for the City of Bellechester:  Any engine braking is restricted within the city limits.  It shall be unlawful for the operator of any truck to intentionally use an engine brake on any public highway, street, parking lot or alley within the city except in an emergency situation.  Procedures will be forthcoming to set this ordinance.
  • Approve 2023 Preliminary Levy & 2023 Budget – Motion was made by Jered Buxengard with a 2nd by Kyle Blattner to approve Resolution #2022.1 – 2023 Preliminary Levy as agreed.  Motion carried.
  • 2023 Special Assessments – approve list for letters of consideration – Motion was made by Rich Majerus with a 2nd by Mark Gerken to approve the list as submitted.  Motion carried.
  • Building Permit – Water Heater Motion was made by Jered Buxengard with a 2nd by Rich Majerus to approve the water heater building permit as submitted.  Motion was made by Jered Buxengard with a 2nd by Kyle Blattner to approve the deck permit request as submitted.  Motion carried.
  • Goodhue County Seal Coating – review of agreement.  Council decided to pass on this agreement for this year.
  • Increase in Water/Sewer rates – discussion - Motion was made by Rich Majerus with a 2nd by Jered Buxengard to approve an increase of $2.00 for both water and sewer in the base rates.  Motion carried.
  • Keith Blattner was present to discuss a noise issue in town.  Council will look over our noise ordinance.

Engineer Report – none

Clerk Report –  Quarterly Utility Billing – will be done this week.  Loan Payment – an interest only payment was made 8/1.  Dog Licenses – renewals will be sent in utility mailing.  Attend Election Training – In Goodhue County on 9/21.

Treasurer Report – past due list was discussed

Water/Wastewater/Facility Report – Hydrant flushing will occur October 21st.    Input pipe on the ponds was plugged and cleared.  Discharging of 3rd pond will occur at the end of October/November timeframe.

Motion was made by Rich Majerus with a second by Kyle Blattner to adjourn the meeting.  Motion carried.  Meeting was adjourned at 7:48 pm. Next meeting is November 16 @ 6:00 p.m. at the Bellechester Community Center.
