Call to Order

Mayor Valenzuela called the meeting to order at 6:00 p.m.

Approve or amend Agenda

Request to amend the agenda by moving, Jon Huneke - changes to policing update, to the

October work meeting. Motion by Schmit, to move new business item, Jon Huneke – changes

to policing update, to the October work meeting and approve amended agenda, seconded by

Brunkhorst, motion carried 2-0-0.

Approval of Minutes

Motion to approve the September 10, 2025, work meeting minutes made by Schmit, seconded

by Brunkhorst, motion carried 2-0-0.

Approval of Bills

A motion was made to approve the bills by Schmit, seconded by Brunkhorst, motion carried 2

0-0.

Old Business

Consent Agenda Items - Ordinance No. 202 Amendment to Ordinance 152 Fence Ordinance for

Twin Homes, Set Preliminary Levy at 10%, Correcting Negative Fund balances. Motion to

approve consent agenda by Brunkhorst, seconded by Schmit, motion carried 2-0-0.

New Business

The State-mandated deadline to set and send the preliminary tax levy and supporting resolution

to the county is September 30th. Motion to adopt Resolution No. 25-15 Approving Preliminary

Tax Levy for 2026 made by Schmit, seconded by Brunkhorst, motion carried 2-0-0.

The North Zumbro Sanitary Sewer District Lobbyist contract cost and its effectiveness was

discussed. The cost was reduced by $1,400 compared to last year. Lobbyist arranges meetings

and advocates for the city’s sanitary sewer district fund at the state level. This may be the last

year for such services as groundbreaking for the project is expected in 2026. A Bonding tour

occurred at Zumbrota with city representatives and state officials. Project progress needs to be

demonstrated to maintain eligibility for state funding. Motion to adopt Resolution No. 25-16

Authorizing and Approving a 2025-2026 Lobbyist Contract for the Proposed North Zumbro

Sanitary Sewer District State Capital Request made by Schmit, seconded by Brunkhorst, motion

carried 2-0-0.

No other business was discussed.

Brunkhorst 2-0-0.
