Call to Order

Mayor Schmit called the meeting to order at 6:00 p.m.

Approve or amend Agenda

Council member Nagel suggested the guest speakers go first and move those items up and old business to the

end. Motion by Brunkhorst to amend agenda by moving old business after new business, seconded by Kurtti,

motion carried 5-0-0.

Approval of Minutes

Motion to approve the April 22, 2026, City Council meeting minutes made by Nagel, seconded by Brunkhorst,

motion carried 5-0-0.

Approval of Bills

Council discussed a couple payments for disposal fees from the city-wide cleanup day. The manageable loss

was attributed to the increase in tonnage with three full dumpsters and extra city tires. Mayor Schmit suggested

that next year the city could add a fee for tire disposal to cover all or a portion of that cost. A motion was made

to approve the bills by Brunkhorst, seconded by Brandt, motion carried 5-0-0.

New Business

4M Investment Program Presentation (Matt & Corey)

Matt Heslin is Relationship Manager and Corey Boyer is Vice President, Investment Services of PMA Financial

Network LLC which serves as the Investment Advisor to the 4M Fund Benefits sponsored by the League of

Minnesota Cities investment program for public entities. They discussed investment solutions for operating

reserves; reviewed investment options, safety, fee structure and cash flow modeling. Onboarding would involve

the city passing a resolution and setting up accounts for access to portal and reporting. Bond proceeds are

managed by 4M and track separately ensuring compliance with IRS rules. To proceed they would need a capital

improvement and/or some kind of budget cashflow to gather the city’s information. Once the plan is in place,

there is follow up with annual updates. Council requested the presentation be sent to them to review.

Codification Presentation – Ray Bollhauer, Esq./President – American Legal Publishing

Ray Bollhauer, President of American Legal Publishing presented a proposal for comprehensive ordinance

codification using the Minnesota Basic Code as a foundation, customized with city ordinances from the past 50

years. The $7900 includes preparing draft for approximately seven months, council has 60 days to review, final

product delivered in 1 year, including legal report and five printed copies and a searchable pdf. The additional

option for online searchable code is $695 for setup and $595 for annual hosting. City would fully own the code

and can request work/pdf versions. All city code and uncodified ordinances would be reconciled into the new

code. Ray would provide necessary electronic copies and support for review. Future additions to completed

code would be additional charges per page and the numbering for inserts would include a letter extension to the

current page number. Attorney Vose stated that he is familiar with their work in case his assistance was needed

to review it.

Goodhue County Posse Coverage for Volksfest

Goodhue County Posse Security coverage for Volksfest is again welcomed as council appreciates their

presence. The Posse is present from 8:00 p.m. to 1:00 a.m. on both evenings for $1,200. A concern was raised

about cleanup requirements for horse manure. Last year staff received confirmation from the Posse that they

only clean up after parades. Council directed staff to clarify cleanup expectations again this year with hopes that

they would clean up areas of manure left on the street behind them after the event. Item was tabled for the next

meeting.

Garbage RFP Review/Selection

Multiple haulers, (Flom, LRS, and Harter’s) appeared and presented bids for City garbage and recycling

services. Waste Management submitted a bid but was not present at the meeting. Major discussion points were

fuel surcharge formulas, difference in service levels/rates, can sizes, pickup day preferences and free services.

Council requested a sample bill from each bidder based on April’s actual tonnage for residential accounts for a

comparison. Hauler’s typically get the permit if dumping at the solid waste campus in Red Wing which reduces

their rate from $138 to $128 per ton. Tonnage should be the same cost for each hauler. This item is tabled for

the work session in June.

Old Business

Goodhue Community Fire Truck Association Joint Powers Agreement

Council reviewed the new document. Again, there was concern about potential for larger contributors to be

overridden. Exhibit A (map and formula) is needed to clarify each member’s share. Ongoing delays reported in

receiving this from the association. Review precise wording in 3.1 n. relief association benefits by removing

“Members”. Council agrees to wait for Exhibit A before final approval and council member Kurtti to follow up

with association for map and supporting data.

Budget/Actual Report

Council seeks clarification on fund structure. Income/expense tracking and how to better visualize and allocate

funds.

The city uses state-mandated small city accounting; general fund is main repository, with departmental

breakdowns for tracking but not separate accounts per revenue source.

Council requested more detailed sub-fund tracking for reporting to better align revenues/expenses and support

future investment decisions, such as for the 4M program.

Staff to consult with neighboring cities and the League of Minnesota Cities on possible reporting improvements.

Consideration of new breakdowns for next budget cycle.

Sewer bond update

There is no update. We will know more on Monday, May 18, 2026.

Committee Updates

Mayor Schmit announced that the Gas Commission is seeking a new member.

Public Works Update

Projected sewer plant pump install date is June 11, 2026, baseball field drainage is being monitored, parking lot

work and ongoing maintenance as usual.

Administrator Update

Administrator Redepenning received a Dollar General land inquiry and responded that it was slated for future

housing on identified parcels and have not heard back.

The NZSSD was recommended to be added to Minnesota Senate Congressional Direct spending lists for 2027.
