Call to Order

Mayor Schmit called the meeting to order at 6:00 p.m.

Approve or amend Agenda

Council member Brandt made a motion to approve the agenda, seconded by Brunkhorst, motion carried 5-0-0.

Approval of Minutes

Motion to approve the May 27, 2026, Council meeting minutes made by Brandt, seconded by Brunkhorst,

motion carried 5-0-0.

Approval of Bills

A motion was made to approve the bills by Kurtti, seconded by Nagel, motion carried 5-0-0.

Old Business

Joint Powers Truck Association Agreement

Council found more ongoing confusion regarding the final contract version that was received.

Communication issues between attorneys lead to delays. The most current version was identified as

version 11 and council decided to move forward despite the lack of corrections to the wording for

Appendix vs. Exhibit. Council reviewed past changes with the version 11 at hand. Motion by Kurtti to

accept version 11 of the Joint Powers Truck Association Agreement along with Appendix A, seconded

by Brunkhorst, motion carried 5-0-0.

Garbage RFP Review/Selection

Council reviewed detailed breakdown of garbage and recycling prices, including surcharges and fuel price

impacts. Council and LRS settled on a 3% per year increase on base rates for the five years. Surcharges

(fuel/disposal) are separate from base increases. David, from LRS clarified billing for commercial accounts,

dumpster rates and disposal. Transition plan for new contract includes new cans, transition communications,

and special accommodations for elderly/disabled residents. Determined they should be addressed on a case-by

case basis. Also discussed rates for residents and how that will be handled, annual spring clean-up and festival services. A motion was made by Brandt to accept the LRS proposal with 3% base rate increase included in the

contract, seconded by Nagel, motion carried 5-0-0.

Investment Options

Mayor Schmit suggested the city focus more on money they currently have. Council discussed moving certain

amounts of city funds to higher-yield savings of 3% interest for balances over $100K. Operational needs were a

concern and the need for clearer fund structure and reporting to match income sources (ie. dog licenses) to

expenses. A motion was made by Kurtti to move $80,000 to a savings account with 3% interest, seconded by

Brunkhorst, motion carried 5-0-0.

Recodification

Council recognized the urgent need to update and codify city ordinances to prevent legal issues. Discussed the

cost, page limits, and ongoing maintenance required. A motion to move forward with codification and schedule

council review before sending to lawyer made by Kurtti, seconded by Brandt, motion carried 5-0-0.

New Business

Approve Application and Permit for a 1 to 4 Day Temporary On-Sale Liquor License for the

Lions Club on August 16, 2026, at the Chicken BBQ

Approve Resolution 26-08 Approving a Lawful Gambling LG230 Application to Conduct Off

Bonding Bill/NZSSD Update

The NZSSD received $12 million in state funds, less than hoped, with other funding pending. Federal grant of

$2 million is in progress. Funds used for land purchasing and engineering are still waiting for disbursement.

Development Agreement/Habitat Home Addition/Infrastructure Limits

More clarification was discussed about the previously split lot allowing for an additional Habitat for Humanity

home. The infrastructure (sewer/water) capacity confirmed for now but near limits. The required costly water

and sewer line connection for new home is responsibility of Habitat for Humanity. No additional sewer mains

can be added until the new sewer plant and distribution are in place. Motion to accept the development

agreement with Habitat for Humanity made by Brandt, seconded by Nagel, with Brunkhorst abstaining, motion

carried 4-0-1.

Public Works Report

Public Works Director, Mandelkow, reported that there is a broken service line under the street by the bus

garage. It is a galvanized line so it will need to be replaced, and Aslakson’s will do street repair. The service

line replacement project was awarded to H&M Underground. The City will process a resolution for next meeting. Goodhue was selected for a state program to inspect 50 unknown service lines at no cost. Sidewalk

repairs are delayed due to permit issues. The sewer plant pump replacement is in progress; minor unanticipated

expenses are due to the extra valves needed.

City consulted with ISG to begin drafting a comprehensive plan focusing on maintenance and community

amenities. Emphasis is on council setting priorities for infrastructure and community space projects. This plan

will aid future grant scoring and long-term budgeting. It may take 4-5 months to complete. Council members

can brainstorm/prioritize needs before next work session.

Administrator Comments

The Lions Club issued a $10,000 check to the City of Goodhue, which is a portion of their required 10%

gambling net profit, and the balance is expected around October.

The state demographer revised the city population to 1,315 (448 households) so records and signage need

updating.

Discussion about improving access to city alerts by posting on Facebook and in newsletter. There are currently

114 alerts subscribers.

Ongoing dog issues are addressed in newsletter and alerts.

Volksfest preparations: The Sheriff Department will be using the City Hall restroom for the weekend. The

Volksfest committee did not include the Pool games in their request for the event. Therefore, funding and labor

needed clarification and will make sure this part of the festival is included in the application next year.

Council Comments

Council discussed reporting improvements such as matching income and expenses for transparency and future

planning for infrastructure and community growth.

Council member Brandt asked about upcoming training opportunities and staff referred to the League of

Minnesota Cities. Any training opportunities that staff sees comes up will be forwarded on to council.
