Call to Order
Mayor Schmit called the meeting to order at 6:00 p.m.
Approve or amend Agenda
Motion to approve agenda made by Kurtti, seconded by Brunkhorst, motion carried 5-0-0.
Approval of Minutes
Motion to approve the March 11, 2026, work meeting minutes made by Brandt, seconded by Brunkhorst, motion carried
5-0-0.
Approval of Bills
A motion was made to approve the bills by Brunkhorst, seconded by Kurtti, motion carried 5-0-0.
Consent Agenda
• Approve Garbage Bid Application

• Approve payment for Façade Payment Request from Vine Haven Hardware
Motion to approve the consent agenda made by Brandt, seconded by Kurtti, motion carried 5-0-0.
Old Business
Fire Truck Association Joint Power Agreement
Discussion focused on lack of clear definition and use of capital vs lowercase “m” throughout the contract; frustration
over lack of redlining to track previous changes; voting thresholds that could be overrun by smaller entities; language
regarding collection of fire service charges, GIS mapping issues for service boundaries; terms of contract are 5 year term
to be reviewed every three years with a minimum one-year withdrawal notice. Council Member Brunkhorst made a
motion to approve the agreement with the Goodhue Community Fire Truck Association Joint Powers Agreement version
6 with stipulation that the contract be formally revisited in three years, seconded by Kurtti, with 4 ayes, 1 nay, motion
carried 4-1-0.
Emergency Operations Plan Draft
Council reviewed the redlined draft. Most changes were contact information. The Fire Chief responded to staff that once
the Joint Powers Agreement is signed, he sees no problem with the Fire Station being part of the Emergency Operation
Center so long it is operational during the emergency. Council suggested clarifying or omitting traffic control points and
changing Natural Gas to Goodhue Gas Commission. Corrections can be made, label it a version number, document
changes and present it at next meeting.
New Business
Volksfest Requests
Treyben Kehren presented the usual requests including the Jaycee’s request for approval of the temporary on-sale liquor
license for the street dance beer tent. Security will be provided by the same company as last year. Mayor suggested the
organization try to encourage age of servers to be at least 21 and monitor it closely. The Jaycee’s are also requesting
approval for a 2-day raffle that covers two raffles, one during each dance for both nights and winners do not need to be
present to win.
Motion to approve the Jaycee’s Temporary On-Sale Liquor License for Volksfest made by Brandt, seconded by Kurtti,
motion carried 5-0-0
Motion to approve Resolution 26-05 Approving Goodhue Jaycees 2-day Raffle Request made by Kurtti, seconded by
Brandt, motion carried 5-0-0.
Motion to approve the Goodhue Community Fund Volksfest event request was made by Brandt, seconded by Kurtti,
motion carried 5-0-0.
Resolution 26-04 Approving Goodhue-Bellechester Rail Riders Raffle Request
Motion to approve Resolution 26-04 Approving the Goodhue-Bellechester Rail Riders Raffle Request made by Nagel,
seconded by Brandt, motion carried 5-0-0.
Ordinance 203 – Regulating nonessential water usage upon critical water deficiency as authorized by Minn. Stat. §
103G.291, subd. 1 and 2.
Considered housekeeping per the state/DNR requirements. Motion to adopt Ordinance 203 – Regulating nonessential
water usage upon critical water deficiency as authorized by Minn. Stat. § 103G.291, subd. 1 and 2 made by Brunkhorst,
seconded by Brandt, motion carried 5-0-0.
Committee Updates
Mayor Schmit reported that the Gas Commission approved the purchase of 300 electronic gas meters/readers and will start
installation on the larger farms, then homes with access issues.
Public Works Comments
The dump truck has retired. Searching for a replacement vs. expensive repairs. Sewer plant had issues again with rags and
wipes clogging it.
Administrator Comments
Council member Kurtti asked if the reminder for not flushing flushable items could be included in the newsletter. The
reminder to not flush “flushable” wipes down the drain is in the April newsletter.
Council Comments
Council has ongoing concerns about the lack of adequate weather shelter for trailer park residents. The city has not
received or approved a compliant plan. Council would like to discuss this more at the next work session.

A motion to adjourn the meeting was made at 7:19 p.m. by Council Member Kurtti, seconded by Brunkhorst, motion
carried 5-0-0.
