Goodhue City Council Meeting Minutes
City Hall ~ April 22, 2026 ~ 6:00 p.m.

Call to Order
Mayor Schmit called the meeting to order at 6:00 p.m.
Approve or amend Agenda
Motion to approve agenda made by Brandt, seconded by Brunkhorst, motion carried 5-0-0.
Approval of Consent Agenda
• Motion to approve the bills (Check #040691-040699 totaling $8,957.46)
• Motion to approve the April 8, 2026, City Council Work Meeting Minutes
• Motion to approve the Goodhue Emergency Operations Plan
Motion to approve the consent agenda made by Brandt, seconded by Kurtti, motion carried 5-0-0.
Old Business
Joint Powers Truck Association Agreement
A motion to rearrange the Fire Committee members, from Chris, Michael and Jeannine as backup to Micheal, Katie and
Chris as backup, made by Brunkhorst, seconded Kurtti, motion carried 5-0-0.
Council reviewed redlined draft of agreement and identified multiple confusing problematic changes. The source and
process of recent edits was questioned. Continued confusion over definition of “members”. Concerns about legal
implications if amendments could pass without direct council or township approval. Lack of an updated geographically
depicted map. Debated over including language for fire relief benefits. Lack of a clear list of definitions and tracked
changes. Attorney Vose will contact associations attorney to clarify source of changes and negotiate corrections. No
further action on the agreement until legal review and proper communication procedures are followed.
New Business
Review and Approve Spring Quotes
Each of the contractor quotes were reviewed. Each contractor has their specialty, so all quotes are typically approved
allowing Public Works available choices for projects. Motion to approve all quotes was made by Brandt, seconded by
Nagel, motion carried 5-0-0.
Capital Improvement Plan Committee Assignments
Council discussed the fire and CIP assignments and agreed to make changes to fire committee and fill CIP committee with those interested with support from administrator and clerk.
A motion was made to appoint Katie Kurtti and Eric Brandt to the CIP Committee made by Brandt, seconded by
Brunkhorst, motion carried.
FF&M Bank – Moving Funds – Consultation/Paul Althoff
Administrator Redepenning explained the offers available at the local bank. Paul Althoff could not make the meeting. The
next work session agenda includes a presentation from 4M Fund to see how they help cities with investments.
Council also requested that the monthly budget statement be included in the packet when available. Also requested that it be on the agenda for the next work session to discuss and get a better understanding of it.
Committee Updates
Council member Brunkhorst asked if the city could place information in the monthly newsletter that the Goodhue Flower
Committee is looking for members. Information will be added in the May newsletter
Public Works Comments
Administrator Redepenning updated council that the Public Works Director is working on a critical pump replacement at
the wastewater plant. Only one vendor responded with a quote. Council supports prompt action for wastewater
compliance. The used dump truck that staff are interested in is going on auction soon. Current budget available for a dump truck is $75k.
There is a tree removal request for trees on the corner of private property abutting city property. Owner of the property
stopped in to talk about the trees and originally was ok with leaving the trees but then called back and stated that if the
City did not remove the trees, he would charge $200/yr for each tree. If trees are removed, council suggested that proper
notification should be sent to area residents about potential impact of snow drifting and why trees are being removed.
Administrator Comments
All five cannabis licenses for the county are taken. There are none available for city establishments. Regional sewer
project remains on state funding priority list. Legislative changes include passing a bill that may improve funding for all
NZSSD communities. Goodhue County is migrating to an online building permit system soon. The citywide cleanup day
was successful with increased participation and collections. The pool is fully staffed with lifeguards for the season.
Council Comments
Emphasis on a clearer legal process for the Fire Truck Association Joint Powers Agreement. Concerns about enforcement
of dog ordinance (dogs at large and pet waste). Suggest including reminders in city newsletter and posting signs in
problem areas. Discussed potential camera installation.
