Bellechester City Council Meeting Minutes

Call the meeting to order at 6:00. Meeting is recorded, and the recordings belong to the City of Bellechester.

Mayor Jody Gordon opened the regular city council meeting at 6:00.
Roll call was taken: The council in attendance: Mayor Jody Gordon, Council member Mark Gerken Jacob Gilsdorf, and Nick Keller as well as City Clerk Lisa Redepenning, treasurer Kyle McKeown, and City Engineer Matt Mohs. Council member Rich Majerus was absent. Kyle Blattner, Dori Klindworth, Jo Poncelet and Jackie Distad were also present.
Minutes of the July 16, 2025 meeting were reviewed and motion was made by Mark Gerken with a second by Jake Gilsdorf to approve the minutes with noted changes. Motion carried.
Bills were reviewed with a motion by Jake Gilsdorf with a second by Nick Keller to approve and pay the bills as presented. Motion carried.
Old Business:
• Sanitary Sewer Improvements – Update – Project is winding down and will be closed. We will move into finalizing the loan. Next step is for staff to meet with contractor and do a walk thru on the project. Paperwork is mostly what remains.
• Lead Service Line – Update – 6 properties that we need to get into basements to get information. Inventory will be complete. This fall we will try to fix the galvanized lines. After this, we will be done and complete the obligation during the next month.
• ADA Compliance – CRW performed the review of what is needed to be completed for ADA code compliance and that list was distributed to council. We will need to compile a list and give to Rural Development on the status of these improvements. ADA improvements can qualify for grant dollars. Will talk to BCCA committee in September about the improvements and that they will be covered.
New business:
• Kyle Blattner – Building Permit request for a garage replacement on his property. Tabled due to survey needed first.
• Fire Association Joint Powers Agreement – No update - Tabled
• Community Center – will pass on ADA info
• Preliminary 2026 Budget – will be on September agenda to set preliminary
• Waste Treatment Line Repair – we can repair these with existing funds. Motion was made by Nick Keller with a 2nd by Jake Gilsdorf to add HM Underground Solution for $8829 to repairing the 2 cap lines. Motion carried.
• Wells Creek Snowmobile Club Drawing Approval – Motion was made by Nick Keller with a 2nd by Jake Gilsdorf to approve the raffle drawing at the Tavern Sept 20, 2025. Motion carried.
• Jo Poncelet - Dumpster by G and B Feed/creamery property was discussed, as well as no parking signs and parking concerns on Poncelet Metal owned properties.
Engineer Report – None
Clerk Report – Goodhue County 1st Half Taxes Received - $32,339.71. 1st Half LGA and Small Cities Assist Received - $15,312.68
Treasurer Report – Past due list was distributed.
Water/Wastewater/Facility Report – Inspect the pressure tank in the north well was discussed. Flow meter was calibrated last week. Fall discharge will be done.
